ACE Evaluation
The ACE Electoral Knowledge Network (www.aceproject.org), the most authoritative source of election related information on the internet, has undertaken a full review of its activities. The ACE Electoral Knowledge Network is a project co-managed by UNDP, UNEAD, UNDESA, International IDEA, IFES EISA, Elections Canada, IFE Mexico and the European Commission.
The independent evaluation will cover the evolution and use of ACE from 2004 to the present. Its purpose is to determine whether ACE has achieved its objectives and to make recommendations on how ACE should develop into the future. The objectives of the current phase of ACE include:
Enhancing knowledge services to promote a ready environment for election-related professionals to exchange information, solve problems and help build a common language, methods and models around specific competencies; and Improved professionalism of those engaged in electoral activities related to the conduct of free and fair (and credible, sustainable, peaceful, cost-effective) elections.
The ACE Global Evaluation is an outcome evaluation. The evaluators will need to assess the use and usefulness of ACE and its resources. Were they used for their intended purposes? Did they make a difference?
An on-line survey has been developed to help collect this information. This survey is being distributed widely to ACE’s target groups: election management bodies, electoral experts, electoral assistance providers, civil society organizations, election observers, legislators, political party representatives, government officials, academics and the media.
The NEEDS project encourage all its viewers and associates to participate in the survey effort. It should take 15 minutes or less to complete for ACE users and under 5 minutes for non-users. The information collected will help inform the discussion on the future evolution of ACE. The survey can be found here.
